Problem installing new starter Mercruiser 3.0

Hoping someone can help. I'm trying to install a new starter on my 1994 bayliner Capri w/ 3.0 Mercruiser. I got the short bolt in but can't seem to get the long bolt lined up. Does anyone have an tricks or advice?
 
are you sure the long bold didn't break off and leave the threaded portion still in there.remove the starter and examine the mounting holes, maybe run a tap in them to clean them up a bit
 
Be sure there's a strut supporting the front of that starter or the bolts may break from up and down vibration.
