1994 mercury 40 hp 4 cylinder two stroke high speed miss.

I have a 40 hp mercury 4 cylinder that misses on #3 cylinder only over 4000 rpms. Below 4000 it starts and runs great. # 3 plug appears fouled after running engine. I have changed plugs, wires, coils, and rebuilt carburetors and nothing changes. Any suggestions?
 
I have a similar problem with my 1996 Mercury 100 hp 2 stroke. My miss starts around 3200 rpms but it's not all the time. it will miss for a few seconds then run fine for a few more. Very frustrating. The only difference I see is my plugs look great on all cylinders. Carbs are clean, coils are okay. Let me know what you find out and I'll do the same.
