Volvo Penta 280 Duoprop... 2-3" of play on the outdrive

I stripped the splines on my old steering fork so i bought a new one.... I was hoping the new fork would take the play out of my out drive. But it didnt. Did some research and it sounds like replacing the bushings should do it. How do you get the old bushings out? They seem to be stuck in there.
 
I just rechecked it with my friend and it looks like the play is coming from the steering arm that connects to the fork. and also from the pins that connect the tiller to the steering rod(i dont know proper nomenclature yet) they are loose. Im thinking of making some kind of plastic sleeve to over the pins to tighten up the connection.
 
If we are talking about the same thing, the steering arm should be locked to the top of the fork with a grub screw or similar.
