2003 Mercury 60 hp ELPTO Model 1060412AD IDLE RPM TO HIGH

I have a 2003 Mercury 60 hp ELPTO Model 1060412AD. I have been doing some repairs thanks to the help I have received from this site. I purchased a mercury service manual for this particular motor. The motor starts up every time and runs excellent. The idle RPM are running about 1200. The manual indicates the RPM should be around 700. I was thinking that to reduce the idle RPMs I should make an adjustment with the Idle Adjustment Screw.

Is this the correct thing to do?
Which way should I turn the Idle Adjustment Screw?

Work I have completed:

1. Rebuilt and clean the 3 carbs.
2. Replaced the spark plugs.
3. Changed the lower unit fluid.
4. Replaced the thermostat.
5. Replaced the engine fuel filter and the boat fuel filter water separator.

Remove the remote control cables and dial down the idle speed adjustment. If it still won't idle, you might have a bad reed valve. One of my customers Mercs has that problem.

Do I turn the idle speed adjustment screw clockwise or counterclockwise and how much?
