06 mercury 225 DFI fuel/air problem

Hello, My name is Andy, I have a 225 merc DFI that came into my shop, the previous shop replaced the compressor, and installed new fuel / air rails, it starts than will die very quickley. I installed guages on it and found fuel pressure to be 90# and air pressure to be 100#. If I remove the compressor air line off the rail and install an air regulator between the compressor and the air rail nipple and manually regulate it to 80# it will run great. I leaning towards a bad air pressure regulator, What are the chances of a bad part from Mercury, or could i be getting back pressure from an air injector not closing on the compression stroke.
