fuel pooling behind air silencer cover

I have a 2000 Johnson 70 hp that runs rough from idle to 2200 rpms (anything above 2200 rpms is smooth) and there is fuel pooling behind air silencer cover. carbs have been rebuilt and there are no leaks from them or the fuel lines. Idle jet are 2 1/2 turns out per service manual. Any ideas on what would cause this issue. Thanks for any help.
 
What were the screws turned out to before the rebuild the 2.5 turns is a suggestion. You will probably need to fine tune the adjustment. Fuel in the airbox can be normal there is hose on the bottom that drains that back into the block.
