2003 Tohatsu m115a2 oil injection question

Recently whil working on this motor, I have taken the oil filter apart to inspect/ clean. There was some water at the bottom. After putting the filter back on, I cannot get the oil system to prime. The oil in the hose after the filter that takes oil into the oil pump appears to not be sucking oil, and the hose from the oil tank doesn't seem to be moving oil towards the oil filter. Is there a way to prime the oil injection system again after removing the filter?
 
When restarting after servicing the automixing system, make sure the oil tank is full, then open the vent screw on the top of the oil pump to allow the air to bleed from the vinyl hose. You want to get rid of bubbles in the oil line. Then, run on 50:1 pre-mix fuel, and secure the oil pump control lever in the wide open throttle position. Disconnect the oil line from the pump at the check valve, and start the motor (in a test tank or on the boat) and run near idle (1500 rpm max) to see if oil starts to flow. It should pump about 2 ounces in 10 minutes.
