Water in the Fuel

I have a 2004 40HP Mercury Outboard that is oil injected on a 1998 18' Bass Tracker. I will admit that I pulled a bonehead move today. I forgot to put the plug in and the boat started filling with water. instead of pulling it out I tried the old plane it out, pull the plug and let the water drain. However, 30 seconds into running, the engine quit. It would start but immediately die. We got back to the dock, put it on the trailer and drained the boat. Put it back in the water and tried starting the motor - same issue. I pulled the cowling and unscrewed the fuel filter and low and behold - WATER! How did water that was in the haul get in the sealed gas tank? Anyways, do I have to drain the whole tank or will an additive like Heat of Sea Foam take care of it. What are your suggestions? Thanks for your help and wisdom.
 
Drain the tank.

Depending on how much waters in there??
You might have gallons of water??
Maybe ounces.

Usually the fuel additives only remove drops of water.
Any more than an ounce it doesn't work that good.

The water might have came in from the fuel fill???
