shift issues

hi, i have a mid 80s mercruiser with 4 cyl. while on the trailer the boat will shift to forward...back to neutral...reverse...back to neutral with ease. once i put it in the water and shift to either forward or reverse, it is very hard to get back to neutral. after i manage to get it in neutral, it will shift back into gear (forward or reverse ) easily.any suggestions ?
 
the shift interrupter is not working, its the switch mounted to the shift cable plate. normally wired to the neg side of the coil and ground.
