trying to find out year my 15hp mariner was built

It was built in 1980 by Yamaha.

It is what most of us call a Yami/Mariner. It was built for Merc, painted up as a Mariner, but is an exact mechanical copy of a Yamaha model, not a Merc.

From your model/serial I can tell you that it at least started life as a short shaft (15"), Manual (Rope) start model.

The 684 part is the Yamaha prefix that denotes the Yami model this is identical to. In this case a 1978 Model 15B Yamaha outboard.
