Harmonic Balancer Not Lining Up

Has anyone ever heard of a harmonic balance zero line slipping, and not lining up with zero on Top Dead Center?
The engine is a 1977 Chrysler 360.

They can and they do. See kim's response to verify TDC. Easier to turn engine by hand when all plugs removed. Slow and easy. Don't punch a hole in the piston with the stop. A degree wheel and pointer would help make things more exact.

You can scribe line up marks on the inner and outer rings to verify slippage. Once the outer ring slips on the he balancer it is junk IMO. It will just continue. Similar to a prop slipping.
Next door neighbor told me he had to replace his balancer on his 2002 Lexus for this reason. It was squealing like a loose power steering belt.
 
If that's like mine, there's also a pointer in the bell housing, below a rubber cover--and the flywheel doesn't slip!
