How can I connect my 2003 200s to my garmin gps fuel management?

If you are looking to connect it via NMEA2000, I do not think that 200 is able. Check the bottom of the second page for the serial number ranges of those that will work. http://cdn.powerequipment.honda.com/marine/pdf/misc/nmea2000_pgn_list.pdf

I have not done anything with fuel management, but if you system has the sensors that are in the fuel lines, what other inputs does your system need? Tachometer? Speedometer?

I dont think my 200s have any sensors in the fuel lines.For some reason I thought if I swapped over to digital gauges that it could be done. I am confused.
