9.8 electric start mercury won't start

i've recently rebuilt a 9.8 electric start mercury outboard and I just put a new starter on it. The starter engages the flywheel, and the carb it getting fuel but won't turn over. any ideas?:confused:
 
?????------What do you mean by " won't turn over " ?------------Is the strarter not turning the motor or will the motor not run ??????
