I have a1989, 70 HP Johnson. My ti
Lt and trim won't go up or down. I have 12.56 v from battery, 12.56v to solenoid, 12.56v to both relays. The relays just click when u push up or down. Switched relays, same thing click. There is a tarlike ,grease on the prongs on relays. Is my motor burnt up or relays burnt?

Tap the tilt motor with a screwdriver handle brushes may be stuck. Good luck

Does anyone know if it's normal for relays to have a tarlike,grease substance on the prongs, or connection?

Yes, it's called terminal grease
