Had exhaust leak, replaced exhaust gaskets. Replaced head gasket also. Now I'm not getting water up to the engine. It was pumping fine before. Could this be a prime problem? I'm using muffs on the lower unit.
 
Put it in a DEEP bucket.
It has to be over the cavitation plate by 3-4in.

If you use muffs? Tape them in place.
You need lots of water pressure.

Maybe replace the impeller.
