2002 mariner f75 blowing 20amp fuse

was out today engine started and ran great for 20min trip stopped the engine while fishing , after about 30mins went to start engine and noting,
we took the hood of the engine and the 20amp fuse was blown,
replaced the fuse and away we went,
while driving i noticed the rev counter and tilt wasnt working, so i stopped and turned off the engine but the fuse was gone again,
, engine is a 2002 mariner 75 four stroke,
will run fine but blows the fuse after starting,
happend every time today lucky i had a few spares with me,
where is the best place to start checking.
battery conections all fine,

With a volt meter on the DC scale, you can see what's coming out of the regulator to the battery. Note the voltage before starting the motor, and again during running. It should come up a volt or so, but not up to 17 - 18 volts! (I've seen that, and it trashed my tach.)

thanks for the suggestions.
tried the voltage reg and all was ok after a hour or so finaly traced it to the tacho ,
ground wire was loose and was hitting off the sender wire . so was causing a short,
so at least thats all it was just now looks like my tacho is shot, could of been worse i guess,
