Upgrading a 8 hp to a 9.9??

I have a Nissan NSF 8A31 it is a 2006, it looks like it is the same as a 9.9 so I am wondering if it is possible to upgrade it to a 9.9 hp? Can the carburetor be changed or adjusted to achieve the greater horse power?

No. The 9.9 is a completely different block. But you can upgrade to a 9.8 by installing the carb for a 9.8

Does this hold true for a NFS8A2? Or is it just because the previously mentioned one was a 8A3?

The 9.8 carb will work on the 8A, any revision.
