Sealed off Exhaust Ports 1979 Evinrude 235

Hi All

I have purchase a boat with a 1979 Evinrude 235 and noticed that the exhaust ports on the side have been sealed off with plates and silicon/screws so that all he exhaust is routed through the prop. Does anyone know why someone would do this? Would it be contributing to an overheating problem? Thanks in advance.
 
Sorry have been away and couldn't get back to boat to take pics. In any case I pulled the heads off today and noticed the water deflectors are stuffed so it's a good chance that'll be the cause of the overheating.
 
The 6 holes are the exhaust ports that looks like a patch and its by the waterpump. Time to pull the lower or the patch and see whats hiding.
 
Thanks Flying Scott. I wondered if that was the case. I did pull the leg off to replace the water pump and there's nothing behind the patch. It's the same on both sides too which is odd. I know it's an ex race engine as it had outrigger steering on it and the boat had mods like race boats do if that sheds any light.
