engine idling too high

I have a 32' 1996 Tiara with twin 454xli crusaders. Recently when I start the starboard engine the idle stays at 1200 rpm in neutral. I checked the throttle cable and carbureator linkage and both were normal. Any ideas what the problem may be?
 
2x on the IAC...

If not the IAC , TPS if it is used could be off....throttle body could be loose as well...
