1975 50 hs evinrude. Carb question

I am doing a rebuild on my carbs 313355. When tearing it down I noticed that I did not have the led shot nor the needle valve bearing.. Plastic piece.. Does my model call for them?? Having idle issues...thank you
 
Are you sure the bearing isn't in there? It's very difficult to see.
Are you speaking of the lead shot near the big core plug on top? I wouldn't expect it to idle at all without that. Is it missing on both carburetors?
 
Yes. Both carbs are without led shot from top of carb. And yes I have really looked for the needle bearing inside both carbs. Also the bearing is tight along the threaded area. Is that normal? A little tight going in?
