OMC eating power packs

What would cause an OMC motor to keep eating power packs? I have had this happen on a 70 hp Johnson, a 115 Evinrude, and after I just bought a 48 Johnson, the former owner told me it had gone through several power packs. There has to be a common cause for this. What is it?

I knew about the charge coils being able to burn up the PP, but never heard anything about the maintenance free battery. How does it affect the PP? Somewhere, I have one of the old meters for checking the system, but it has been so long since it was used, I am not sure if it even works. I will dig it up!
 
I changed the charge coils on the stator on a 115, for that same reason. They were cracked and oozing a gummy crud out of them. But, I thought all the newer models had gone to a wire coil, with out the charge coils in them. I will have to pull the flywheel to see what I have.
