1988 omc 5.7 can't pull skier out of water

Once the boat gets on plane it's fast but it's a dog out of the hole. I can pull wake boarders out of the water but no chance pulling a single ski skier out. It's a 20 foot runabout with an open hull. The prop is a 20 or 21 pitch 3 blade.

Occasionally we also have a high end miss at wot but I believe these two problems are differant.
 
WAYYYYY to much pitch to pull deep water skiers out. Drop it down to a 17P but know the engine might over rev on the top end. Be careful.
