engine cylinders filling up with water

after running boat for awhile then shut it down.cylinders get water in them and engine wont turn over. pull plugs and turn engine over to clean out water. engine will start but very sluggish. not sure what would cause this. 1979 sea ray, 305 mercruiser
 
Cracked exhaust manifolds........allowing water into motor.....or cracked block.

Is this a raw water cooled or a closed cooling system that requires antifreeze mix?
