1999 Honda 9.9 ,Spec sheet says 9.9 and 15 HP are the same, what is the difference??

I would like to know how to convert my 9.9 HP to a 15 HP, can anyone tell how this can be done, have heard my stories all different on how to convert.
 
Different cam = more air gets in and out of engine efficiently.

Larger jetted carburetor = more fuel delivered to take advantage of more air entering engine.

Both combined on essentially the same base engine = 5 more horses to play with!
