2002 50hp 2stroke issue

Just noticed this 2 week's ago..had boat out on the lake and the tach stopped working. Then this past week i noticed the the volt gauge was at 12v. In the past it was around 13-14v while running . Kinda a novice here but mechanically inclined. Rebuilt carbs last summer but this electrical issue i could use some tips on where to start looking. Thanks in advance! !!
 
No (or very little ) charge to the battery, and the tach not working are both signs that your voltage regulator is toast. Before you buy a new regulator, try cleaning all the terminals from the regulator. Post your serial # and we'll give you the part number.
 
After you have made sure all connections are clean and tight, the easiest test is with an accurate voltmeter connected to the battery terminals- run the outboard, and as you increase rpms, the voltage should rise from your base voltage (12.1 - 12.5 VDC) to 13.5 + VDC, but should not exceed 14.9 VDC.
