Forward Gears not engaging

I have a 20hp 2stroke m20 a2 motor that's not engaging. Reverse and neutral work no problems. When in forward gear, and I turn prop, it slips, feels like springing out of gear.
 
Normal ratcheting. It should ratchet in one direction, lock in the other. If not, you may need a new clutch dog and F gear.
 
Hi Paul. The clutch dog and F gear does not look worn or damaged. There was a ball bearing in bottom of case when removed. not positive where it came from. I have no manual.

A complete bearing flopping around loose? No clue, as we never saw those motors in the US.
