Perkins 6.354 cooling system

Am new here and thought it would be a good way to hopefully some expert advice. Am 2/3 through complete re-build of a mid '70s 6.354 naturally aspirated Perkins. Engine had hydrauliced and seized from manifold corrosion and letting raw water into cylinders, am replacing manifold with stainless steel and looking at possibly circulating engine coolant through manifold rather than raw water ? Raw water would still circulate through heat exchangers and discharge downstream into exhaust.
My question is : is this method of cooling possible without causing excessive heat build up to engine coolant?
Will any further alterations be needed, ie thermostat, coolant type etc?
Am desperate for answers as I am dead against raw water entering manifold
