1990 Evinrude 120HP Outboard Water Overflow

Does anyone know if the outboard pisser on a 120hp supposed to have some kind of restriction in the end, or is it just a larger discharge than most other engines? I'm having trouble with my water pressure gauge, and I was told that I need a certain amount of back pressure on the discharge, but as long as I've been having the boat, it's been open as is.
 
That model normally just has a open hose outlet.

If your water pressure gauge functioned normally in the past with this normal outlet, then apparently the problem is elsewhere...... old pump, picked up some debris lately (damaged impeller), thermostat or bypass valve stuck open, foreign particle in the tube to gauge?
