Milky oil

I bought an 87 glastron with a 5.7. I was made aware of an exhaust manifold that needed replacing. I heard the motor run seemed fine except water pouring from manifd I relaced said manifold. Motor would not turn over. I removed dipstick and it is milky white way above full level. I removed spark plugs and two cylinders had same milky oil run out of them. Have I wasted my time? Boat was cheap. Is it scrap? Lower unit trim and tilt work fine
 
Ayuh,.... It sounds like it froze, 'n busted,....

But, drain the coolin' system, 'n pressure test it to be sure,.....
