Remove steering gear 1983 omc 2.5??

Hi -
I am trying to get the steering gear off of a 1983 omc 2.5. My Seloc manual shows a retaining screw that is located on the backside of the cable housing. It appears to be completely inaccessible. Is there a trick to getting to this?
I am hoping to pull the intermediate housing to track down a leak that is coming from somewhere behind/beneath the starter. Some research has pointed to a failed frost plug...hopefully I am on the right track?!

get someone to turn the steering wheel and watch, the screw will come around as the drum is turned.
