1996 Mercruiser 3.0 Alpha 1 Gen 2; stalls when put into gear

Put the boat into the water for the first time after adjusting carburator to idle steady. When i shift into gear, the engine quickly dies after the prop turning for a second or so (I'm getting propulsion). The carb appears to flood (smell of fuel), and will not start again for about 10 minutes. After that time it starts right back up and runs steady in idle.

Seems like a fuel/air ratio problem to me, but why in gear and not in idle?

does not cause the carb to flood, causes the motor to stop. remove the flame arrestor and look down the throaty to see if fuel is dripping.
