mercury 5 hp stalls but run with choke on

On my Mercury 5 Hp 2 stroke out board I have a new fuel filter and no fuel leaks. When started runs for 20 seconds then stalls out if I pull choke out half way it will run some more. strong spark .... Do I need to think it is a fuel issue...should I check out the carb and float
