18 hp blowing steam/ water from outlet

Hi, new to this site. I have an 18 hp that is blowing steam and periodically water a stream from the outlet. We are running in the river near home which is very cold water roughly 55-60 degrees. My question is it feasible that the thermostat is working to keep the engine temp constant or do I have a problem with the impeller or thermostat? What should the engine temp be?
i occasionally get a steady stream of water...
 
Use an IR thermometer to check temps. Around 150 is OK. If more than a couple of years since the wp was serviced, install a new kit.

Thank you for your reply. Is the water pump a simple task? The motor is several years old and it hasn't been replace.
 
Depends on your skills. Drop LU, unbolt pump housing, replace liner and impeller, reassemble. Probably a good time to change the LU lube as well.
