1996 Mercury 115 No Start/ Bendix Stuck in Engaged

I am trying to get boat ready that I have. It has a pair of 1996 Mercury 115s on it. One is up and running fine. The left one cant start. When I turn the key, you hear the solenoid click. I checked and I am getting voltage to the starter and the starter is trying to engage is sounds like. However, the bendix is stuck in the upright and wont drop down. Also the flywheel is stuck and they seem to be fighting each other. Is there a way to get the bendix assby back into the starter? Is it just the starter bad and thats what has the flywheel held up?

Easy to remove the starter and then check if flywheel will turn by hand.-----------Start with that testing.

The firing up of the motor is what DIS-engages the starter.
