Working on the above mentioned engine and not vary knowledgeable on Honda carbs. On these carbs I'm wondering what function the screw is that is as you look at he carbs mounted, the screw is at the top left area, chrome plated it seems, flat screw slot with a stop that will only let you turn it about 1/2 turn? These are turned with the stop almost all the way to the right. I've noticed others that were set about 1/2 way of allowed travel.
