1971 Mercury Thunderbolt 650 - Propeller not spinning by hand in reverse

I'm currently trying to get her water ready, when i shift into N prop spins both ways no clicking, F prop spins CW with clicking, R it spins 1/2 turn clicks once and locks. Is this normal?

I'd fire her up and throw it in reverse but i don't want cease anything up by doing that.
