95 merc 25hp not pumping water

I got a 95 mercury witch will pump a little bit of water when the motor is idling but as soon as i rev the motor the water flow out of the pee hole will stop. the impeller is only 6 months old and looks to be in good shape. I removed the thermostat and the water stream has gotten a little bit stronger but is still not where it should be.
 
Can you keep your hand on the left side exhaust cover? If so, go boating. If not, pull the impeller and put in a new one.

Those motors use floppy impellers that do 'strange' things.
