86 omc overheating at low speeds. ive checked everything per boat mechanic

Its and 86 searay with a 4.3 and omc cobra only been in fresh water. Heres the probelm, it overheats at low speeds gets to 200+ inless revved to 1600+ rpm. Heres what ive done. Ive replaced the t stat checked the housing for any pieces of impeller. Removed the powersteering cooler removed alot of impeller from there. Replaced the impeller. Back flushed everything. Since ive done all that it runs alot cooler but still in no wake zones and low idle it overheats. I pulled my outdrive to check for blockage calcium deposits and such. I connected the rabbit ears and barley cracked the water hose to check for leaks. Came across a stream of water flowing into the middle of the outdrive. Alot more water flowing into the middle rather then coming out the water port. Wheres it coming from? Is it normal?

Sounds like you might have a bad water pick up tube or the seals at the end of the tube are bad.
