1997 Johnson 115 four cylinder runs poorly

I have cleaned the carbs did the " link and sync " per the manual. When you line up the cam follower I was not sure if you use the two circles on the arm or the two plastic lines.
 
My sons going to text me the number soon in the mean time I removed the Gas/oil VRO mix pump. I was looking for some kind of fuel filter when I noticed the fuel to carb line has what appears to be mostly oil and some gas mixture in the hose. Can anyone explain to me how this works? I assume it must be responsible for the gas/oil mixture as it pumps oil as well as gas. Could a semi clogged fuel filter down the line somewhere drastically change the mixture or flow from the pump to the carb?
