evinrude 1970 60hp Distributor\ignition plate

hello!
What is the thing sitting outside off the distrbutor that is a plastik tab that gets pushed in when i advanced or go back with the ignition plate?
 
All right how should it be?
i think i moved it and i dont know in what position it should be in..
Do you know how it should look like?
Do it affect the ignition as well?
should it be far in? or far out? middel?

It was stated that the switch with the white wire prevents cranking when throttle is advanced too far.-------------This switch serves NO OTHER PURPOSE it is a safety item.
