Tohatsu m115a2 2003 alarm and rev limiter at 3k

When the motor hits Aprox 3000 rpm, an alarm sounds and it will not rev any higher. i filled the oil tank and it is still happening. Any ideas? Thanks.

Yes, I wasn't overheating which was weird. I brought the boat down to the water and put it in the ocean. It stopped doing it then. I had it in a test tank before.

Your tank may haver been too small, causing aeration.
