I have a BF135A that was submerged at sea. After extensive cleaning, new oil, filters, plugs the engines start and run fine but the revs doesn't go over 4500rpm and they are very heavy on fuel

Where do I start searching?
 
i would check compression just to cross it off the list, but i'm thinking hook it up to the computer, or connect the scs short connector and look for a failed sensor, or a sensor that indicates a mechanical problem to get some more information. You might need a honda manual to make this go a lot easier?
