Trim problems on 1985 Mariner 115 help!

Trim only goes up and down when it wants to. I can here the solinoids click when i hit the trim down or up. When the trim down dont work, the trim up still works. When the trim up works, the trim down dont work. Sometimes they both work. I tried running a power wire from the positive on the battery straight to the blue wire for trim up, by passing the solinoids and nothing happen. Tried the same for the green wire for trimming down and nothing happen. Any ideas would be appriated. When the solinoids click there is no noise from the trim motor, dont know if it should make noise or not. Thanks.

Swap solinoids and see if it only goes down, if so then you have figured it out.
