I have a model year 2000 DF40 outboard 4 stroke that wont start.

Installed new battery, and had starter bench tested.
the issue remains as unit turns over, seems to build compression and starter kicks out.
Q1) is there a decompression valve on this unit ?
Q2) IF so any suggestions for location and adjustment ?

Any history on this motor ? ---New to you motor ?----------Laid down the wrong way ?--------Checked for oil in the cylinders ?

Boat is new to me,

i just replaced fuel pump in VSP

motor mounted on pontoon boat

i will check for oil in cylinders
