shifting problem Tohatsu M30A3

motor out of water for 3 years, I got it recently, someone serviced back then 3 years ago. When I shift in F prop powers in reverse, in N prop powers not sure which direction, in R prop free wheels both directions , no clutch ratcheting clicking in R. Took prop shaft housing and bevel gear A out of lower end , can see all 3 positions of shift rod cam move up and down back inside lower end case, shifter lever on top end click stops in all F-N-R (remote controls , I disconnected at engine to hand shift lever).

Condition 1- I have 2 manuals, one shows a 3/8" ball bearing between clutch spring holder and clutch push rod to cam rod, I installed a 3/8" dia. ballbearing per diagram, prop shaf housing fits tight as I tighten bolts, shift lever at top end if stiff, wont click to R position ( It had no ballbearing inside when I took it apart, so I tried both ways with & without ball bearing)

Condition 2 - without ballbearing in, shifter is easy, all 3 positions click stop, this is when R is in neutral an prop free wheels, F runs in reverse.

Wondering if clutch spring has enough push without ballbearing? Why is shift pattern not working? Clutch is in correct (thin groove points to front of engine-away from prop). Clutch seems to be engaging incorrectly?
