Producing too much volts

Boats producing 20 volts, when I unplugged the power cable feeding the motor from the on off switch it stopped producing 20 volts. Anyone have any suggestions.
 
Can you give a bit more information on this one? What model engine is it? By cable feeding the motor are you referring to the batter lead or wires from the kill switch? Where are you measuring when you get the 20V reading? It is generally the job or a regulator to keep the charging voltage to a safe level. Your motor may not have one installed.
