Bring powerhead out of storage

I have a 98 200 efi powerhead that has been rebuilt and put on the shelf for a year. The factory service manual was followed for torque values, tightening procedures, and assembly lubes. It took me a little longer than I thought to get the boat ready but now I'm there. Are there any special procedures I should use for startup? The oil line from the bottom of the crank to the top bearing is dry. Should I fill this line with fuel/oil mix before starting? I've never done this before and would certainly appreciate any help.
 
Thanks for the reply. Everything you said makes good sense. How about the line going to the top crank bearing? Should I pre-fill it? I just don't know how quickly the engine will get the fuel/oil mixture up to the bearing.
