5hp briggs & stratton outboard problem

I have a 5hp briggs & Stratton outboard that surges filter throttling up from ide. I have a new carburetor on it and new fuel pump and filter. It starts and idles fine but when I power up it surges badly. Get compression and spark. I saw a post some were that someone had that problem and it was the sped limiter. I don't have a clue what that is or where it Could that be the problem.
 
After starting and idling it starts to surge just a little higher than idle even in neutral. Prop is not the problem because it happens in neutral also.
