25 HP Choke problem

Engine starts with no problem. But sometimes it seems to run ruff and not go up to top speed. Once I happen to pull on the control cables to the throttle control box and within seconds it sped up and ran smooth. It happens once and a while but pulling the cables does not always work. On the control box it says to push key for choke but it doesn't seem to do anything.
 
OK, lets start by seeing if your enricher (this outboard doesn't have a choke) is working ok. Put you hand on the enricher solenoid located on the carb and activate the push-to choke- you should be able to feel the solenoid activate. If the solenoid activates you should see fuel squirting into the carb throat, If no fuel sprays into thecarb, you need to rebuild the carb, especially the enricher components. If you feel nothing- There are 2 wires from the solenoid, 1 should be yellow/black with a bullet connector (+) and the other is black with a ring terminal connected to the engine block. Disconnect the yellow/black wire, and test for voltage on the downstream side of the yellow black when you activate the choke switch. if voltage is present, you have a faulty solenoid, if no voltage is present, the problem is in the wiring harness / key switch.
