1989 48Hp touch trim problem

Hello All,
I have a 1989 Evinrude 48 Hp Special with Touch Trim. It appears that both the cable and cylinder are frozen. The end of the cable next to the actuator lever is broken off. Here is my question: How do I release the motor so I can tilt it up to trailering position? I want to replace the water pump and reseal the lower unit but I cannot get the ground clearance with the engine in the down position. I am able to remove the motor from the boat if necessary.

Remove the tilt pin from the bottom of it and you should be able to raise motor, unit and all. Then block it up. The tilt pin has a nut on each end of it.

Hi. I appear do be experiencing the same problem. Were you ever able to get the tilt unstuck and the lever repaired? Were you able to remove the tilt pin? I removed the bolts and hit it with a hammer but it didn't move. Any information on how you resolved the problem would be appreciated. Thanks.
